Uh, because wheels are an invention of the human race, are manufactured, and do not occur naturally. But hey, if you wanna give your dog some wheels, dawg, be my guest.

They're very difficult to plumb into your blood system. You'd have to have an artery that can twist around a potentially infinate amount of times, or some sort of spinning joint in a blood vessel, which would be very, very difficult to create.
The closest thing there is is the tail of sperm, which rotates within the body for propulsion. More like a propeller than a wheel, but that's the only thing I know of that has something that spins around for more than one rotation.

That doesn't really explain why there isn't one in nature though. Just because something has been invented by people, doesn't mean that it hadn't (or couldn't) have occurred in nature.
